Police arrest Cohoes man for stealing tractor-trailer COHOES, N.Y. (NEWS10) -- The Albany Police Department has arrested a Cohoes man following an investigation into a tractor-trailer theft in February. Cole D. Vincent is accused of entering a business, stealing the tractor-trailer, and crashing it through a metal gate. Get the latest news, weather, sports and entertainment delivered right to your inbox! According to the police, investigators were able to identify Vincent with DNA left behind. The stolen trailer was eventually recovered in the Town of Ballston.Vincent was apprehended in Saratoga County on Thursday. Police also discovered that he is a fugitive and parole absconder from the State of Alabama for stealing another tractor-trailer. Police charged Vincent with grand larceny in the second degree, criminal mischief in the second degree, and criminal trespass in the second degree. He was arraigned at the Albany City Court and remanded to the Saratoga County Correctional Facility.

New Life Evangelistic Center denied permit to reopen St. Louis homeless shelter ST. LOUIS - A push to reopen a former homeless shelter in Downtown St. Louis hits a roadblock. The New Life Evangelistic Center has not been cleared to reopen, and a recent effort to acquire a permit needed to reopen it was turned down. St. Louis had only 2 officers for an entire district – Both called in sick According to documents acquired by FOX 2, the Board of Building Appeals for the City of St. Louis rejected a permit sought to reopen the New Life Evangelistic Center. Documents indicate the ruling to "reverse the Building Commissioner's decision to issue a permit" was signed on Sept. 26. St. Louis gears up for Oktoberfest fun at Urban Chestnut ST. LOUIS - Thousands are expected to attend Urban Chestnut Brewing Company’s Oktoberfest. This festive block party will have live music, dancing, lots of games, stein holding, food and obviously plenty of beer.  Florian Kuplent, the brewmaster and cofounder of Urban Chestnut Brewing Company, said that this year’s weather is looking just fine. He’s from Germany and has been to the real celebration in Munich. How Colorado’s members of Congress voted on stopgap plan to keep the government open All but one of Colorado’s members of the U.S. House of Representatives voted against Speaker Kevin McCarthy’s stopgap plan Friday afternoon to keep the federal government temporarily open.The Republican speaker’s bill to avert a shutdown this weekend included steep spending cuts of nearly 30% to many agencies as well as stricter border provisions. Justice Department sues Colorado for allegedly segregating people with disabilities The U.S. Department of Justice sued the state of Colorado on Friday, alleging the state failed to take steps to stop segregating people with disabilities in nursing homes.The department’s civil rights division sent a letter in March 2022 outlining alleged violations. It said Colorado had more nursing home residents with “low care needs” – who could presumably live at home with some support – than most states, and ranked poorly in transitioning people out of institutions.Under the Americans with Disabilities Act and other federal laws, states are supposed to pay for support services through Medicaid so that low-income people with disabilities can live in the least restrictive setting that meets their needs.
